    Key points of review and issuance of pollutant discharge permits for the nitrogen fertilizer industry

    (First edition)

    Sewage discharge units need to submit the following three types of materials in full: an explanation form for information disclosure before application, a commitment letter, an application form for pollutant discharge permit and related drawings and attachments, an explanation form for information disclosure before application, a commitment letter, and an application form for pollution permit The format is uniformly defined and can be downloaded on the national sewage permit information platform.

    The content of the audit includes three aspects: the integrity of the material, the standardization of the material, and related environmental management requirements.

    1 Examination of information disclosure form before application

    Before the application, the information disclosure form needs to pay attention to the completeness of the content, including the start and end time, the disclosure method, and whether the content is filled in. If there is feedback, you need to reply one by one. The public content must comply with the "Interim Regulations on Sewage Permits", including 1) basic information of the pollutant discharge unit; 2) major products and production capacity; 3) pollution production, sewage, and pollution control information. Corporate visa, if there is no legal person, can be signed by the actual person in charge.

    2 Review of Letter of Commitment

    Sewage discharge permits will be used in the future as sewage discharge units to discharge pollutants according to certificates. Environmental authorities shall be responsible for the supervision of certificates. Sewage discharge units shall bear the main legal responsibility for the completeness, authenticity and legality of application materials. The letter of commitment also requires a corporate visa for the sewage unit. If there is no legal person, it can be signed by the person in charge.

    3 Examination of sewage permit application form

    The sewage permit application form can be divided into three aspects:

    The first is the content that describes the basic situation of the sewage unit;

    The second is the permission of the competent environmental department to discharge pollutants from pollutant discharge units, including the types, concentrations, amounts, discharge methods, destinations, and geographical locations of discharge outlets of water and air pollutants;

    Third, in order to strengthen environmental supervision, environmental management requirements for self-monitoring and implementation of environmental management ledger.

    First, the basic situation of sewage units

    The basic information table of the pollutant discharge unit mainly includes four aspects:

    The first is the basic situation of the enterprise, which is automatically generated after the enterprise platform is registered;

    The second is the control of key areas. If the location of the enterprise belongs to a key area, corresponding discharge of pollutants requires the implementation of special emission limits or calculation of the discharge of certain pollutants;

    The third is the environmental access document. The premise of an enterprise applying for a pollution discharge permit is that the enterprise is a legitimate enterprise, and it needs to provide an EIA approval document or a local government's identification or filing document for the illegal project;

    The fourth is the total amount control document, which is a concrete manifestation of the integration of the pollution permit system and the total amount system of the two environmental management systems. In the future, the permitted amount of pollutant emissions by enterprises can be said to be the total amount, but the current permitted amount cannot exceed the Total issued.

    Four aspects correspond to four review points:

    The first is whether the enterprise is put into production and the date of production. The date of production is based on the first project. For projects that have not yet been put into production, the requirements for licensing and management must be consistent with the environmental impact assessment;

    The second is whether the company is in the key control area. If the company is located in the key control area, the air pollutant emission concentration will be implemented in accordance with the requirements of the Ministry of Environmental Protection's "Announcement on the Implementation of Special Emission Limits" and "Reply". . At present, 47 cities such as Beijing, Tianjin, Shijiazhuang, Tangshan, and Baoding are implementing the special emission limit of atmospheric pollutants. At the same time, pay attention to whether the company's location is located in the total phosphorus and total nitrogen control area of the "Thirteenth Five-Year Ecological Environmental Protection Plan." The implementation of total phosphorus control areas include Baodi District, Tianjin, Jixi City, Heilongjiang Province, Luohe City, Hebi City, Henan Province, Anyang, Xinxiang and other 23 urban areas. There are many regions that implement total nitrogen control, including 56 coastal prefecture-level cities or above and 29 eutrophic lakes and sinks;

    The third is whether the enterprise should fill in the EIA approval document or the local government's identification or filing document of the offending project. In principle, both of them must be filled in. If there are environmental impact assessment documents, fill them all, including construction projects in stages, technical renovation and expansion projects, etc.

    The fourth is whether the enterprise reports the total amount control document as the basis for the subsequent verification of the enterprise's permitted emissions. It verifies whether the enterprise has a total pollutant distribution plan document, and whether the total indicator factors and values are complete and correctly filled in. In addition, for polluting units that include captive power plants, when reporting the total pollutants index, pay attention to whether the total index value includes the captive power plant index.

    The main product and capacity information table is the basic work that specifies the content, and the company is responsible for its authenticity and integrity. Focus on three areas:

    First, whether required production facilities are accurately reported in strict accordance with the specifications;

    The second is to verify whether the production facilities reported by the enterprise are pollution-producing facilities according to the specifications. If they are pollution-producing facilities, the required facility parameters (designed annual operating hours, processing capacity, and for the organized exhaust gas should also be filled out) complete;

    The third is whether product capacity information is reported in production units.

    The main raw and auxiliary materials and fuel information sheet are also the content that the company is responsible for its authenticity and integrity, focusing on three aspects:

    First, whether the main raw and auxiliary materials and fuel information are reported according to the production unit;

    The second is whether the auxiliary materials added in the process of wastewater treatment and waste gas treatment are included in addition to the auxiliary materials involved in the process;

    The third is whether all the required parameters in the raw materials and fuels are completely filled, the proportion of sulfur in the raw materials and fuels, and the ash, volatile content, mercury content and low calorific value in the fuel coal are required.

    The information sheet of waste gas production and discharge nodes, pollutants, and pollution treatment facilities is the core work that specifies the content, and the focus should be on six aspects:

    The first is to verify the integrity of the pollution-producing links and avoid omissions.

    The second is to verify that the corresponding pollutant types in the pollution production link are filled in accurately and completely to avoid omissions.

    The third is to verify whether the required facility parameters (designed annual exhaust emissions, operating hours, and pollutant emission concentrations) of the pollution treatment facilities reported by the enterprise are completed;

    The fourth is to verify whether the technology of pollution treatment facilities is a feasible technology; if it is not a feasible technology, it is necessary to submit certification materials;

    Fifth, whether the number and specification of the organized discharge outlets can be filled in. The discharge outlet number can be filled in the existing number of the local environmental protection authority or in accordance with the "Code for Fixed Pollution Sources (Water, Atmospheric) Code (Trial)" (Annex of Water Body [2016] 189 4) Numbering;

    Sixth, verify whether the type of discharge outlets reported by the enterprise is correct. According to the pollutant discharge characteristics and discharge load of each discharge port of the nitrogen fertilizer industry, this standard implements differentiated management, and divides the discharge port into main discharge ports, general discharge ports and other discharge situations.

    The information table of wastewater categories, pollutants and pollution treatment facilities is the same as that of waste gas production and discharge nodes, and the information table of pollutants and pollution treatment facilities focuses on seven aspects:

    The first is to verify whether the types of wastewater are completely reported and whether the types of wastewater pollutants are completely reported;

    The second is to verify that the waste water reported by the enterprise is correct. The waste water that has the same destination as the treatment facility can be reported together. The wastewater from different pollution treatment facilities can be reported separately.

    The third is to verify that the required parameters of the pollution treatment facilities (designed annual wastewater treatment capacity, operating time, and pollutant discharge concentration) are completely filled out;

    The fourth is to verify whether the technology of pollution treatment facilities is a feasible technology;

    Fifth, whether the number and specification of the organized discharge outlets can be filled in. The discharge outlet number can be filled in the existing number of the local environmental protection authority or in accordance with the "Code for Fixed Pollution Sources (Water, Atmospheric) Code (Trial)" (Annex of Water Body [2016] 189 4) Numbering;

    Sixth, verify whether the type of discharge outlets reported by the enterprise is correct according to the specifications, and the total waste water discharge outlet is listed as the main discharge outlet.

    Air Pollutant Emissions

    The second is to fill in the EIA document approval requirements for projects that have received EIA approval after January 1, 2015.

    The number of exhaust outlets and the types of pollutants are automatically generated by the system, focusing on five aspects:

    The first is whether to apply for annual permit emissions within three years, and whether to upload detailed calculation instructions;

    The second is to verify whether the reported annual permitted emissions are correct based on the specifications, and are strictly determined based on the two calculation methods of permitted emission concentration and unit product emission performance.

    The third is to pay attention to whether the total of the main emission outlets is the same as the total organic emissions of the entire plant, which are the annual permitted emissions of particulate matter, sulfur dioxide, nitrogen oxides, and ammonia in the organized emission sources. It is not necessary to fill in the general discharge port.

    The fourth is to pay attention to the polluting units that have applied for self-provided power plants to pay attention to whether the total of their own self-provided thermal power plant indicators and the supplementary declared nitrogen fertilizer industry total indicators are less than the total plant total indicators given in the total allocation plan document. In addition, For enterprises that have obtained EIA approval after January 1, 2015 (inclusive), the amount of emissions applied for must not be greater than the total amount of EIA and approval.

    Fifth, if the environmental quality deadlines formulated by the local government and the severely polluted weather response measures have stricter emission control requirements for polluting units, whether the company applies for special emission concentration limits and permitted emission limit values for special periods as required.

    Similar to direct discharge, the focus is on the geographic coordinates, discharge destination, and discharge rules of the total wastewater discharge outlet, and whether the information of the receiving sewage treatment plant name, pollutant types, and discharge limits is complete.

    The first is whether the names of the standards implemented and the corresponding emission limits are fully reported;

    Second, both direct and indirect emissions should be valued according to standards, and local emission standards should be paid attention to.

    The number of discharge outlets and the types of pollutants are automatically generated by the system based on the standard table for the implementation of wastewater pollutant discharge, focusing on four aspects:

    First, for enterprises that implement the EIA approval, pay attention to whether the permitted emission concentration of the application is less than the EIA and approval;

    The second is whether to apply for annual permit emissions within three years and upload detailed calculation instructions to verify the accuracy of the permit emissions in accordance with the specifications and the calculation process provided by the enterprise. For direct emissions, they need to be calculated and determined strictly based on the two calculation methods of permitted emission concentration and emission performance per unit of product. Domestic sewage discharged into urban centralized sewage treatment facilities does not need to apply for a permit discharge.

    The third is to pay attention to whether the total of the main discharge outlets is the same as the total discharge outlets of the entire plant. The annual allowable emissions of chemical oxygen demand and ammonia nitrogen are required. In addition, determine whether to increase total nitrogen and total phosphorus according to the area and where the discharge is going, and determine whether to add other control factors based on the receiving water body. It is not necessary to fill in the general discharge port.

    The fourth is that the application annual emissions shall not be greater than the existing total control indicators. For enterprises that have obtained the environmental assessment approval after January 1, 2015, the application emissions shall not exceed the total amount of the environmental assessment and approval.

    Fourth, environmental management requirements

    Focus on the completeness of monitoring content, automatic monitoring, manual monitoring, pollutant monitoring methods, monitoring frequency, and measurement methods to meet the requirements for self-monitoring management in the specification. The monitoring content refers to items such as air volume, water volume, temperature, and oxygen content. In addition to organized monitoring, does it include information on unorganized plant boundary monitoring?

    The environmental management ledger information table mainly records the four aspects of production facility operation, pollution control facility operation, self-monitoring, and other environmental management requirements. The focus is on the accuracy and completeness of the content, frequency and retention time of the records.

    Production facility operation management information-record by shift;

    Information on the operation and management of pollution control facilities—recorded by shifts;

    Record information of abnormal working conditions-recorded according to working conditions;

    Monitoring record information-record by monitoring times;

    Other environmental management information-recorded according to the response period;

    V. Management content added by the competent local environmental protection authority with the right to approve and issue

    According to the management requirements for increasing environmental quality improvement requirements, the competent environmental protection department shall fill in the “Additional management content of the local competent environmental protection department with the authority to issue and approve” in the declaration system of the pollution permit management information platform.

    Sixth, corrective measures

    When filling in the application information, the pollutant discharge unit shall evaluate the current status of pollution discharge and environmental management, propose corrective measures for the current environmental problems, and fill in the “corrective measures” column in the application system of the pollution permit management information platform.

    Related drawings and attachments

    The process flow diagram, general floor plan, and sewage and rainwater pipeline diagrams must be clearly visible, the legend must be clear, and there must be no upside-down, left-right, or upside-down situations.

    The production process flow chart should include at least the main production facilities (equipment), the flow of main raw fuel, and the production process flow.

    The general floor plan of the plant area can be combined with the sewage and rainwater pipeline drawings, and it should include at least the main facilities, public and auxiliary facilities, the whole plant sewage treatment station, pipeline direction, etc. At the same time, the location of the rainwater and sewage outlets in the plant area should be indicated.
