施工现场 Construction site of municipal drinking water project
Luan Jian, member of the CPPCC National Committee and chairman of Harbin Hongli Sunshine Environmental Technology Co., Ltd., told reporters that there are currently two modes of direct drinking water charging. One is the metering mode, that is, dormitories, canteens, libraries, and teaching in universities and vocational schools. A direct drinking water meter is installed in each classroom or water room on each floor of the building. Students can voluntarily drink water according to their needs, and they can be metered and charged by swiping the water meter; the second is the monthly subscription mode, which implements monthly payments for students in primary and secondary schools and kindergartens. Drink unlimited water every month.
必须做到水质及管网卫生保证，同时，还要本着节能经济、费用低廉、建设维护方便、提升学校硬件水平的原则进行。 Luan Jian also emphasized that the establishment of direct drinking water projects on campus must guarantee water quality and sanitation of the pipe network. At the same time, it must be carried out in accordance with the principles of energy saving economy, low cost, convenient construction and maintenance, and improvement of school hardware. 成为了一种摆设，令人遗憾，没有把好事办好。” He said: "It is very important to choose drinking water engineering equipment with qualified quality. The quality of direct drinking water equipment in some places is not enough. Instead, the drinking water dispenser has become a kind of furnishing. It is regrettable that good things have not been done well."
研发生产企业出资完成项目建设，通过运营期间的合理收费收回基本投资，并在约定期限移交给学校。 Wang Hongkun, a member of the Jiusan Society who has visited the direct drinking water project in a school in Nanjing and associate professor of the Department of Sports Science and Health of Harbin Institute of Sport, told reporters that during the implementation of the direct drinking water project on campuses in the country, about 70% of the project was built by means of BOT. That is, the project construction is funded by the R & D and production enterprises of direct drinking water equipment , and the basic investment is recovered through reasonable fees during the operation period, and transferred to the school within the agreed period. This "BOT model" can undoubtedly play a great role in the early stage of the promotion of direct drinking fountains on campus. However, due to factors such as limited funds for construction enterprises, too long input and output cycles, the promotion intensity, speed, and coverage are all restricted.
Therefore, Wang Hongkun emphasized: "To quickly promote the establishment of the campus direct drinking water project, we need the attention and effective input of governments at all levels to truly make this livelihood project flourish."
